雖然過年前有一些新聞在講ETC目前的使用率和當初遠傳與政府之間合約計畫達成使用率相比仍有一些差距，但是高速公路計程收費的政策現金看起來是勢必要推行，前幾天也有相關的新聞–國道101年計程收費 預估每公里1.09元、走多少繳多少 短程族跑不掉。

要做到計程收費就必須將現有的收費站改到交流道做收費，而最先建置好交流道收費設施的就是國道五號，看起來就像下面這樣。

政府應該是有打算讓絕大部分的使用者都可以使用電子收費，不過在高速公路沒有遍佈全台灣的情況下應該是很難實踐。但是改由計程收費之後，原本的回數票或許會從此退場，畢竟每個交流道之間的距離不是相等。

而計程收費會面臨的問題主要有兩個，一個是費率，另一個是逃票。今天在往台北的客運上巧遇 jjfu，聊天當中也剛好談到這兩件事情。

對於逃票，大宗應該是來自無電子收費裝置的車輛闖電子收費閘道來逃票，如果要詳細地知道該逃票車輛實際行駛的里程，勢必要花上許多功夫進行交流道車輛進出資料的比對，但我覺得其實沒有必要把事情搞得太複雜，反正逃票的人通通罰個固定金額就好（比方說三千塊）。

另一種逃票方式應該是利用休息區，這個應該發生在貨運業者身上會比較多。高速公路上有許多休息區是南北雙向共用的，比方說泰安、清水。貨運業者可以利用休息區當作貨運裝卸轉運站。例如同一貨運公司有兩批貨物，一批是台北往高雄送，另一批由高雄往台北送，兩批貨物可以變成可以在清水交換，等於省下兩筆過路費用。解決的方式也是直接在休息區出入口設置收費，這樣也就可以解決了。 :p

另一個問題是收費費率，現在新聞上報導的費率版本眾多，但大致都是大於 $1/km 的價格。對我來說我覺得高速公路的目的是讓中長程的旅程時間可以縮短，而不是變成短程通勤的替代道路。所以我覺得除了計程收費之外，還要額外增設最低費用，比方NT$20之類的，這樣才不會有那種從楊梅上交流道，從中壢下交流道的上下班車潮，要不然高速公路一直拓寬都只是治標而已。(話說現在國道一號中壢到楊梅路段似乎是打算要拓寬啊 ~”~)

東南亞有禽流感，美洲有豬流感…

Update (2009/4/25):

疑似感染而死亡人數來到 68 人，可能感染的病例超過千人。死亡者多為青壯年，目前為止沒有60+或3-的死亡病例。WHO打算把 Mexico 的全國性流感警報從 3 提升到 4，這代表的意思是此流感病毒(H1N1)確認會在人與人之間傳染，而不是只有從豬隻傳染給人，先前在亞洲這邊的禽流感(H5N1)在人與人之間的傳染力還沒有被完全證實。

確認的病例目前為墨西哥 20 例，美國 20 例，加拿大 6 例。

Update (2009/4/27):

更新確認病例資料。目前為止「確認」的病例在 Mexico 有 18 例，美國加州 7，德州 2、堪薩斯 2、Ohio 1、NY 28、加拿大 6 人。
「疑似可能感染」的人數光是在 Mexico 估計超過1600人，而最新的「疑似因感染而死亡」的人數目前估計為 149。另外，這些「確認感染」的病人都有去過墨西哥。 (link)

Update (2009/4/28):

以色列出現第一個確認病例，該病人也是從墨西哥返國。紐西蘭13個疑似病例中確認11人染病，這批人也是前一陣子去過墨西哥。西班牙昨天出現第二個確認病例，加拿大增加兩個確認病例，美國加州增加兩人，德州三人，這也使得美國的確認病例人數到達50人。墨西哥的確認病例數目沒有增加，但回報疑似病例仍然增加中。這邊有比較正式的 swine flu 目前分佈圖，深色圓代表確認病例，淺色代表疑似病例，圓的半徑越大代表數量愈多。

Update (2009/4/29):

美國出現第一個確認感染死亡病例，為一墨西哥小孩跟隨家人到德州探訪親戚，發病後不治(news link)。另，確認感染人數仍然在上升中。

另外，WHO把豬流感警戒提升到第5級，代表有世界大規模流行傳染的可能。(news 1, 2)

Update (2009/4/30):

墨西哥確認病例來到 99 人，美國為 112 人，加拿大 28人。另外，這篇新聞提到白宮有員工日前因公出差到墨西哥的時候也染病，回到美國後發病但目前已經康復。

Update (2009/5/1):

香港出現東南亞第一例確認病例。墨西哥確認病例激增到 312，美國為 146，加拿大38。在香港的這位病例是一位旅客，由墨西哥出發經上海到香港，在香港發病並被確認後現在同旅館的200為旅客及100位員工目前都已經被隔離。

Update (21:30, 2009/5/1  GMT-8:00):

幾個小時前的新聞，南韓出現第一例確認病例。至目前為止確認因感染死亡人數為美國一人，墨西哥8人(先前報導為20人是只有做完初期檢查而已，而其中12人做了完整檢查後確認排除因感染Swine flu死亡)。(NYTimes)

此外，台灣疾管局告知24位與香港第一位病例搭乘同班機自上海飛往香港在轉置台灣的旅客自行隔離至5月7日。

Update (2009/5/2):

修正，今天找到資料說墨西哥現在確認因 swine flu 死亡人數為 17人。確認感染病例墨西哥397，美國158，加拿大51。今天WHO表示雖然墨西哥回報的可能感染病例很多(目前有2500+)，但經過檢查之後發現只有397人確認感染，所以就現況看來情況似乎沒有想像中的糟糕。

Tests now indicate that the outbreak in Mexico may turn out to be far smaller than originally feared.

Of 908 suspected cases that were tested, only 397 people turned out to have the virus, officially known as influenza A(H1N1), Mexican health officials reported on Friday. Of those, 17 people have died. Initially, Mexico had reported as many as 2,500 suspected cases, but the number of actual cases could turn out to be less than half the suspected number if further testing follows the same pattern as the original round.

這大概是一個稍微可以令人放心一點的消息。

Mexico 866, US 402, Canada 140。第一位感染豬流感的美國居民死亡，不過該名婦人染病之前身體狀況就已經不佳，所以不太能判定是否為豬流感致死，美國官方的態度是不認為豬流感為主要致死原因。

Her death was a combination of a pre-existing health condition and the flu. The flu just made things worse.

另外，中國之前不分青紅皂白強制隔離持墨西哥護照入境的旅客，現在也已經放行這些沒有發病或沒有跟病人接觸過的旅客。

台灣出現第一例，為自美國返台的一對母子。中國四川出現中國第一例。另外香港好不容易在解除5/1的警報之後，又再出現一例。

台灣半夜驚傳境外移入H1N1新型流感病例，經過確認之後，病人僅是染上一般的流行性感冒，台灣疫情再度排除，半夜2小時的警報排除。

為了要幫 Air Force One (空軍一號，即總統專機)拍照，所以美國空軍在今天早上駕駛空軍一號低空略過紐約上空，同時後面跟著兩架 F16 護航。這樣的場景除了巨大的噪音之外，或許還會讓人想到不愉快的 911？

這件事情事前通報了紐約警察局及市府(Police Department and someone in his administration)，但糟糕的是紐約市長(Mr. Bloomberg)居然沒有被告知，結果今天早上市長的黑莓機跟許多機關的電話就爆炸了 XD

Mr. Bloomberg said he was not apprised of the flyover until his BlackBerry started buzzing this morning with messages from people asking if he knew what was going on.

雖然白宮方面出來道歉了，不過一堆人(連 Obama 在內)都很怒啊 XD

上面這個 video 是路人拍的，可以聽到在說「該不會是劫機吧？」

最開始是一些人吃了花生製品之後發病，導致至今有 575 人發病，其中八人死亡。追查後發現問題是來自 Peanut Corporation of America 這家公司的在 Geogia 的工廠，而 Peanut Corporation of America 算是個上游公司，處理過的花生會被送往許多其他公司製成花生醬、甜點等轉往市面上販售。因此美國展開了有史以來最大的花生製品回收，約有超過 1679 種的產品被回收。

原本在2008年因為花生豐收導致的價格低落已經讓種植花生的農夫不太好過，這次的事件更是雪上加霜。一月份的花生醬銷售數據就慘跌了25%，相對於其他零售產品因為經濟衰退帶來的銷售衰退要大上許多。在許多商店的花生類商品架上都有寫著「我們的產品沒問題」之類的標示，但是可以明顯地看出銷售確實不好。(Video 報導)

只能說沒有受到沙門氏菌感染的花生製品公司跟農夫真的是被掃到颱風尾… =____=

It is really interesting, and let me to think of 鄉民 and the Gossiping discussion group (八卦板) in PTT. I think the information from 鄉民 is really great, quick, powerful and true (well, sometimes is just gossiping), and, now, I am wondering the model like Nowpublic.com, gathering the information from users to form news, can work out or not in Taiwan…

事實上在去年就已經有一篇關於雀巢公司的黑暗面文章在破報上刊載(她╱他們的血在你的咖啡裡—921國際反雀巢日)，最近這篇文章因為三鹿毒奶事件而再次被大家所提及。而當看完這篇文章，或許心裡頭會有和看完血鑽石類似的感覺…

在更早之前，已經開始有接觸「公平交易」的咖啡、可可的資訊，可是當時在台灣要找到這樣的可可、咖啡非常的困難，雖然Starbucks也有在賣，不過也不是那麼容易的就可以買到（有時候在店裡並不會看到，可能是缺貨？）。而來到美國之後，發現要買到公平交易的咖啡要比台灣容易許多，有些咖啡店甚至是全部使用公平交易咖啡豆，而售價上和一般咖啡並無差異，甚至更為便宜。

當然，公司要賺錢本來就是天經地義，但是賺得太黑心實在就令人不恥了。除了咖啡、可可之外，賺很黑的瓶裝水也是少喝一點吧，跟汽油的價錢相比一下，不覺得他們賺太大了嗎？

最近在看的連續劇就是這一部，無意間在這邊還找到了一篇英文的報導。

這部連續劇算是台灣近年來收視率超高的影集了吧，自從開放有線電視台之後，過去三台時代動輒20%+的收視率就再也不復見，而這部連續劇已經破10%，在這個百家爭鳴（還是百家爭爛？）的連續劇市場中真是個難得的紀錄，就算大愛劇場的草山春暉也沒有這麼高。

另外，在上面的英文報導中也有提到，有熱心的人還幫這部戲劇加上的英文 subtitle 放在 YouTube 上頭(這邊)，這真是太熱血、太國際化了。 XD
